Driving the news: Last night's address to a joint session of Congress, on his 99th day in office, was an argument for liberal, small "d" democratic government — investments, as he put it, that only government can make.

I'm told Biden deliberately echoed the empathetic, quietly impassioned tone of FDR's Fireside Chats on the radio from 1933-44.

Warning that global strength can wane, Biden said the U.S. is "in competition with China and other countries to win the 21st century":

We’re at a great inflection point in history. ... We have to compete more strenuously .... I spent a lot of time with President Xi ... He's deadly earnest on becoming the most significant, consequential nation in the world. He and others ... think that democracy can’t compete in the 21st century with autocracies, because it takes too long to get consensus.

India's runaway coronavirus surge is only getting worse, and doctors are growing increasingly concerned about the risks of a new variant.

The state of play: "The current wave of COVID has a different clinical behavior," Sujay Shad, a surgeon at Sir Ganga Ram Hospital, told The New York Times. "It's affecting young adults. It's affecting families. It's a new thing altogether. Two-month-old babies are getting infected."

Reports are still anecdotal, and researchers say data is too thin, but reports of dozens of fully vaccinated doctors falling ill have fueled concerns that the virus is finding a way to evade the world's defenses. ... Read more

Biden's latest $1 trillion+ plan

President Biden on Wednesday will present his third $1 trillion+ package to Congress since taking office, asking for $1.8 trillion in new spending to expand the American education system, provide more help for childcare and create millions more jobs.

The big picture: Biden is also proposing a series of tax hikes on the rich, which his administration vows will not hit Americans who make less than $400,000 and households with less than $1 million in capital gains.

Administration officials insist that Biden's American Families Plan — with $1 trillion in new spending and $800 billion in tax breaks — will be entirely offset by new revenue. Most of the $1.8 trillion cost will be covered by increasing personal taxes on individuals, but officials will also need to draw some revenue from the corporate tax increases that Biden proposed earlier this month. ... Scientists find 25,000 barrels at dump site for DDT chemicals off L.A. coast

Marine scientists announced Monday they've uncovered at a former industrial waste site off the Southern California coast some 25,000 barrels that their research indicates contain the toxic chemical DDT.

Why it matters: Scientists had previously detected in the area near Santa Catalina Island "high levels of DDT in marine mammals including dolphins and sea lions," with exposure to DDT and polychlorinated biphenyls, or PCBs, per a statement from the Scripps Institution of Oceanography.

Driving the news: Expedition chief scientist Eric Terrill, who's also director of the Marine Physical Laboratory at Scripps, said in a statement "the basin offshore Los Angeles had been a dumping ground for industrial waste for several decades, beginning in the 1930s." ... Read more

Just outside the entrance to Smile Orthodontics, in a Minneapolis neighborhood of craft breweries and trendy shops, two soldiers in jungle camouflage and body armor were on watch Monday, assault rifles slung over their backs. Snow flurries blew around them. A few steps away at the Iron Door Pub, three more National Guard soldiers and a Minneapolis police officer stood out front, watching the street. A handful of other soldiers were scattered nearby, along with four camouflaged Humvees and a couple police cars.

Critics haven't been shy about pointing out that a U.S. withdrawal will leave the Taliban in a powerful position, and could even give al Qaeda room to grow again. To keep the country from once again becoming a haven for terrorist operations, Biden will need to shift quickly from a "boots on the ground" strategy to something more remote: an offshore counterterror approach.

Biden himself has long been an advocate of this idea, dating back to his time as Barack Obama's vice president. The term "artificial intelligence" had previously been used to describe machines that mimic and display "human" cognitive skills that are associated with the human mind, such as "learning" and "problem-solving". This definition has since been rejected by major AI researchers who now describe AI in terms of rationality and acting rationally, which does not limit how intelligence can be articulated.

Quantum mechanics is a fundamental theory in physics that provides a description of the physical properties of nature at the scale of atoms and subatomic particles.  It is the foundation of all quantum physics including quantum chemistry, quantum field theory, quantum technology, and quantum information science.
Classical physics, the collection of theories that existed before the advent of quantum mechanics, describes many aspects of nature at an ordinary (macroscopic) scale, but is not sufficient for describing them at small (atomic and subatomic) scales. Most theories in classical physics can be derived from quantum mechanics as an approximation valid at large (macroscopic) scale.

On September 11, 2001, 19 terrorists attacked the Unites States. They hijacked four airplanes in mid-flight. The terrorists flew two of the planes into two skyscrapers at the World Trade Center in New York City. The impact caused the buildings to catch fire and collapse. Another plane destroyed part of the Pentagon (the U.S. military headquarters) in Arlington, Virginia. The fourth plane crashed in Shanksville, Pennsylvania. Officials believe that the terrorists on that plane intended to destroy either the White House or the U.S. Capitol. Passengers on the plane fought the terrorists and prevented them from reaching their goal. In all, nearly 3,000 people were killed in the 9/11 attacks.
